Mr. Harminder S. Dhillon is also a legal member of the Ontario Review Board. The Ontario Review Board has legal jurisdiction over persons charged with criminal offences but found unfit to stand trial or have been found not criminally responsible due to mental health disorders.

Mental health issues are quite challenging – what is the boundary between sanity and insanity, where lies the threshold, who & what determines the parameters, yardsticks, etc. etc. The Ontario Review Board determines their treatment plan, sentencing, rehabilitation and eventual re-integration back into mainstream community.
